A University Cell now known as K.S. Dhillon Higher Police Education & Research Wing  was  established in Punjab Police Academy since the year 1996 duly affiliated with Guru Nanak Dev University, Amritsar. The cell deals with the degrees of M.A. M.Phil and Ph.D. in Police Administration. The Academy has given the opportunity to the police officers and trainees to enhance their academic qualification and professional knowledge simultaneously.

The total no. of officers who have passed M.A (Police Admn.) till now is 730 and M.Phil by 15 police officers. The Academy is also a doctoral research centre for Ph.D. research programmes. 3 police officers have been awarded Ph.D. degrees in the discipline of police administration.

Police Officers/Officials from different parts of the country and even from some other countries are joining MA, M.Phil and Ph.D. in Police Administration. So far 7  Convocations of Punjab Police Academy, Phillaur had been conducted. The 7^th convocation has been conducted on 01-12-2006
