Introduction:
The present security scenario in the
country calls for employing diverse equipment and methods to provide adequate
security to vulnerable places and persons. The loyalty and sniffing qualities of
the dog, combined with its ability to receive training and act according to the
orders of the master, has rendered this animal a position of great importance in
any security setup. |

Experience and time have proved that a
well-trained dog is the most reliable and efficient component of any
security apparatus. However, there is a shortage of centres for training
of dogs for security duties in our country. To fill this gap between
demand and supply, the Punjab Police Academy, Phillaur, has taken the
initiative of setting up its own ‘Dog Breeding-cum-Training Centre’ in
January,1999 which was formally inaugurated by the than DGP, Punjab, on
4th April, 2000. This Centre is situated within the campus of the Punjab
Police Academy and is run by a team of highly trained committed
dog-trainers.
The Centre specializes in training of dogs
for various purposes related to security and general obedience to dogs
of all breeds. Highly pedigreed dogs/pups of the champion/imported class
procured from German Shepherd, Labrador, Dalmatian and Doberman Pincher
breeds are trained at this Centre.

retrieve over two hurdles, recall on leash, stay command on leash and
without leash, scent discrimination, search catch and leave, handler scent,
with one turn, more than one turn and cross tracks. |

Narcotic Sniffer Dog
Training |
The dog is trained for house manners, obedience,
retrieve over two hurdles, sight, exercise, long sit and down out of sight,
practice with dummy narcotics in house building, close packet, box, baggage
and to search narcotic items from persons by identification. |

Explosive Sniffer Dog Training
|
The dog is trained for house manners, obedience,
retrieve over three feet hurdles, signal exercise, differentiate scent of
burned gun powder and unburned gun powder, searching hidden in building,
furniture, closed almirah, box, luggage and in various types of vehicles, to
search explosive items from humans, to identify explosive among DDT,
bleaching powder, talcum powder and urea. |

2. COURSE
FEE
The course fee for the courses mentioned in para 2
from serial numbers (a) to (e) is as below:-
FOR POLICE ORGANISATIONS:
-
Training charges for above mentioned courses
will be Rs. 10,000/- per dog for each course (except obedience
training).
-
Medical/veterinary charges:- Rs. 5,000/-
will be taken as security at the start of the course, which will be
refundable to the quarter concerned after the completion of the training
and actual expenditure on veterinary charges will be deducted from the
security.
-
Hostel charges per dog per month will be Rs.
600/-.

FOR PRIVATE ORGANISATIONS AND INDIVIDUALS :
-
Training charges for above mentioned courses
will be Rs.1500/- for every 4 weeks and charges will be taken as per the
course choice.

Hostel charges for per dog per month
will be Rs. 600/-
-
Medical/veterinary charges: Rs.10,000/- will
be taken as security at the start of the course, which will be refundable
to the quarter concerned after the completion of the training actual
expenditure on veterinary charges will be deducted from the security.

Hostel rent for dog handler during training
will be Rs.250/- per month per handler. The messing charges are
approximately Rs.1000/- per month per head.

6.
GENERAL
TERMS AND CONDITIONS:
-
The dog’s age should be between 6
to 8 months at the start of training. Younger or older pups will not be
accepted.
-
The Unit/organization must produce
a certificate, from a veterinary doctor, declaring that dog is free from
chronic diseases.
-
At the time of reporting, dog must
be dewormed, vaccinated against rabies, parvo, distemper and all the
vaccinations should be completed one month prior to reporting for training at
PPA, Phillaur.
-
Dog should be sent with
registration certificate and history sheet.
-
The Unit/Organization should
deposit feeding, training, medical, equipment charges and other charges
specified above in advance.
-
No dog will be accepted without
advance deposit of charges.
7. Achievements
The officer incharge of this
centre has the honour to set up dogs squads in African Country (Ethiopia) being
selected by BPRD New Delhi and he is the first Asian Police Officer nominated
for this work.
This centre has trained dogs along
with handlers of Uttaranchal Police, U.P. Police & Haryana Police and RPF.
8. DOGS
Accommodation
There are 22 kennel in the newly constructed dogs
accommodation on the back side of PPA Hospital and there are 18 old kennel in
the old accommodation on the back side of J. F. Rebrio Hostel.
9.
PERSPECTIVE Plans
Since, Punjab Police Dog Breeding cum-Trg.
Centre is working on adhoc basis and proposal for regularization of training
centre is pending with the State Govt. This centre has the following perspective
plans on receiving sanction from State Govt. to run the following courses.
1. Training of search and rescue dogs during
natural and man made disasters.
2. Guard duties by dogs for vulnerable points and
vital installations.
3. Training dogs as guides for blind people.
4. Experimenting regarding the suitability of new
breed for policing purposes.
